A full-time senior CTO costs far more than the salary on the offer letter. Here is what each option really costs in London, Dubai, Johannesburg, Bengaluru and Singapore, all in USD, and when a fractional CTO is the smarter move.

The hire most seed startups can't afford yet

Every founder building a tech product hears the same advice: get a CTO. For a seed-stage startup, that advice can quietly eat a large share of the runway before the product finds its market.

A full-time senior CTO costs far more than the salary on the offer letter. There's equity, months of searching, and the real risk of hiring the wrong person for the stage you're at. A fractional CTO gives you senior technical leadership for a few days a month, at a fraction of the cost, until the business is ready for a full-time hire.

In 26+ years of technology leadership, I've worked on both sides of this decision. Here is what each option really costs in five markets: London, Dubai, Johannesburg, Bengaluru and Singapore, all in USD.

What a full-time CTO costs in five markets

A full-time CTO costs roughly $63,000 a year in Bengaluru and up to $260,000 a year in London once employer taxes are added, before equity or benefits. Figures below are annual base salaries from published salary data, converted to USD at October 2026 exchange rates.

Singapore (South East Asia)S$201,519 averageabout $158,000Employer CPF of 17% for citizens and permanent residents, capped at S$8,000 of monthly salary, takes the total to about $170,000Payscale, 25 salary profiles, updated February 2026

Singapore is the regional hub, so its salaries sit well above Jakarta, Bangkok, Kuala Lumpur or Ho Chi Minh City; startups across South East Asia often hire their CTO there.

Ranges are wide everywhere. A first-time startup CTO earns far less than an experienced one, and Dubai's average comes from a small sample. Senior CTOs in every market can earn well above these averages: Payscale's top range reaches about $176,000 in Dubai, $122,000 in South Africa, $127,000 in Bengaluru and $311,000 in Singapore.

Exchange rates used: £1 = $1.339, $1 = AED 3.673, $1 = R16.39, $1 = ₹94.39, $1 = S$1.278.

The costs that don't show up on the offer letter

Salary is only the visible part. Three other costs often matter more for a seed-stage company.

Hidden costs of hiring a full-time CTO: equity, hiring time and mis-hire risk
  • Equity. Senior CTOs joining early expect a meaningful stake. Equity given to the wrong hire is very hard to get back, and it dilutes every future round.
  • Hiring time. Finding, interviewing and onboarding a senior CTO commonly takes months. During that gap, technical decisions are delayed or made by people without the experience to make them.
  • Mis-hire risk. The CTO who fits a five-person MVP team is often not the CTO who fits a 50-person scale-up, and the reverse. A wrong senior hire costs the salary paid, a severance, the equity and months of lost momentum.

Add recruiter fees where you use a search firm, and benefits that vary by market: housing and visas in the Gulf, medical aid in South Africa, provident fund in India, pension in the UK.

What a fractional CTO covers, and what it costs

A fractional CTO gives you senior leadership for a set number of hours each month, matched to your stage. These are The Virtual CTO packages. Pricing is set by market, so each range covers both lower-cost and higher-cost regions.

PackageStageHours per monthCost per monthCost per yearWhat you get
StarterIdea or pre-MVP10 to 20$500 to $1,000$6,000 to $12,000Technology roadmap, tech stack choice, help hiring or outsourcing developers, weekly check-ins
GrowthMVP live, ready to scale40+$1,000 to $2,500$12,000 to $30,000Architecture and infrastructure audit, DevOps and cloud setup, security and compliance review, team mentoring, weekly reviews
EnterpriseFast growth, not yet ready for a full-time CTO80+$2,500 to $5,000$30,000 to $60,000Full technology leadership, team management, hiring support, cloud cost control, board and investor reporting

Side by side

Priced for each market, even the Enterprise package costs about half or less of a full-time CTO, and brings 26+ years of senior experience rather than an average hire:

MarketFull-time CTO, per yearEnterprise package, priced for the market, as a share
Londonabout $184,000 to $261,000 (with employer NI)about 23% to 33%
Singaporeabout $170,000 (with employer CPF)about 35%
Johannesburgabout $79,000about 38%
Dubaiabout $66,000about 45%
Bengaluruabout $63,000about 48%

This is not a like-for-like swap. A full-time CTO gives you every working hour; a fractional CTO gives you a set number of senior hours. At seed stage that is usually the right trade: you need senior judgement on the decisions that matter, not a full-time executive salary.

Already have a "CTO"? Check what the title covers

Many startups and SMEs already have someone called CTO. Often that person is really a strong tech head: 10 or more years of hands-on experience, usually deep in backend development but less familiar with modern frontend technologies, promoted or hired into the title because they were the most senior engineer.

That person is valuable, but the CTO role asks for more than great code:

  • Architecture for scale, not just for the next feature: cloud, data, security and cost decisions that hold up for years.
  • Product and business alignment: turning the company's goals into a technology roadmap and saying no to work that doesn't serve it.
  • Team building: hiring, structuring and growing an engineering team beyond the people the tech head already knows.
  • Investor and board communication: due diligence, technical risk and budgets explained in business terms.
  • Compliance and vendor decisions: data-protection rules in every market, and build-versus-buy choices across frontend, mobile, DevOps and AI, not only backend.

These companies usually don't need to replace anyone. They need fractional CTO advisory alongside their tech head: a few senior hours a month to set strategy, review architecture and mentor the in-house lead into the full CTO role. It costs far less than a second executive hire, and it protects the business from blind spots outside one person's specialism.

When fractional is the wrong choice

A fractional CTO is a stage, not a permanent setup. Hire full-time when:

A startup moving from a fractional CTO to a full-time CTO as the team grows
  • Technology is the product and the moat. Deep-tech, AI research or hardware companies need a technical founder or full-time CTO from day one.
  • Your engineering team passes 10 to 15 people. Day-to-day leadership, one-to-ones and hiring start to need someone in the building every day.
  • You've raised a Series A or larger. Investors usually expect a full-time technology leader on the team.
  • Decisions are waiting on the CTO's calendar. If work regularly stalls until the next fractional session, you've outgrown it.

How to hand over well

  1. Document the architecture, decisions and roadmap while the fractional CTO is still engaged.
  2. Use the fractional CTO to write the job description and run the technical interviews.
  3. Overlap for a few weeks so the new CTO inherits context, not just code.
  4. Keep the fractional CTO as an advisor for a short period after the hire, if useful.
